Add the ability to display messages to granted users, so that registry owners can notify users of changes or updates.

This may have a few modes:

Durable: Display every time a granted command is run, as long as the message is in the
Transient: Display only the first n times (?) granted is invoked by the user
Confirmable: Display until the user acknowledges the message

Durable is the one I care most about.
