Automatically parse Neovim core news from news.txt.atom for TWiN #85

When generating a new TWiN issue we should automatically parse https://github.com/neovim/neovim/commits/master/runtime/doc/news.txt.atom and add all commits since the previous date to the Neovim core section as news items.
