[FEATURE] update Incident maps to use open street maps instead of google maps

Is your feature request related to a problem? Please describe.
Incident viewing using google maps to get initially working. Should be switched to open street maps for more flexibility and its open source.

Any maps on the site to be with simple d3 or with open street maps
Describe alternatives you've considered
GOogle maps is simple and a good start but google doesnt need the money nor the attention and they own the maps.
