[FEATURE] Connect UI search input and button to call search endpoint

When user loads the map search functionality input, types in officer name or city name, or incident number and click search then goes to the search results page. When the user click search the input they entered will be sent to the search endpoint in the flask server /search once got those results, send to the frontend for display.
