[FEATURE] create Full Incident Record component

Modal frame when user clicks the Full Record button on the data grid. Available info depends on user's credentials

Current FIGMA design available for reference, but is not final.

Component should display a modal frame with all the details about an incident, as provided by API. The API will take care of providing the right level of details based on the account type; the component just has to display the extra details if they are available, and otherwise provide an upgrade link.
Don't spend too much time on presentation, as it will probably change.

Public details of incident (displays for regular viewers):

• Incident ID
• Incident type
• Outcome
• Location
• Satellite map of location
• Date/Time
• Summary
• Department(s)
• Officer(s)
• Public incident report

If the user has a Passport Account, the record view will contain links to available:

• Articles
• Videos
• Testimonies
• Photos
• Social mentions
