Add a tox.ini to describe the steps needed to run tests #2252

It's nice to have a standard way to run tests by just running tox. We can have tox install coala, install -r test-requirements.txt, run coala and run py.test (on 3.4 and 3.5) removing the need for people to find the testing instructions in the docs.

just run py.test, also a single command :)
