Still try to create a new release PR when it already exists a PR #308

When there is a pull request already exists, and I add more code and a changeset, it creates a new release PR. It should be update the existing PR.
My release workflow: https://github.com/nanqianglin/my-turborepo/blob/main/.github/workflows/release.yml

Re-run all jobs can fix it. So close the issue.
