Does not work with peerDependencies

For some reason the changeset action turned

    "@rest-hooks/react": "^0.1.0 || ^0.2.0 || ^6.0.0 || ^7.0.0",

into

    "@rest-hooks/react": "^7.2.10",

Even though ^7.0.0 still matches the new version.

Furthermore, even if it was changing files, it should be updating yarn.lock.
