Generator "rules" document? #524

Now that Errors are in the process of becoming Issues, and have a wider scope than validation alone, we need a document to go alongside the formal specification and act as the "rules" for the other places where Issues might be raised. This document will be referred to in the same way that the formal spec section numbers are referred to from the Issue item.

The biggest immediate need is for the generator, but there may be other spots too. Does anyone have anything already that would fulfil this, or that I could work from? @agarny I'm looking in your general direction ... :)

All there is at this stage is the source code (for the code generator), sorry. :) Might be worth revisiting this when(ever) I am done with issues #493 and #499?
