When using latest Chrome Desktop (v69 as time of writing this)
And using a USB Security Key
And clicking "Submit"

The USB Security Key flashes
And if you tap the key it works

However it would be better UX if Chrome Desktop show some sort of pop-up to the user as Firefox does

Still not sure whether this is a webauthn-rails-demo-app issue or a Chrome Desktop limitation

Chrome Desktop 70 fixes this and shows a new native pop-up
