Add plugin implementation for @Paparazzi

The "meat and potatoes" of the @Paparazzi feature.

• Add logic to the plugin to add KSP and associated dependencies.
• Add support for gradle property to control test class codegen
• Configure codeGen via KSP
• Wire custom gradle tasks need for Paparazzi Parameterized Test codegen to create snapshots.
