Mute setting does not work consistently on tab load

Description

When loading a site that has audio set to mute in site-specific permission settings, the tab will show the mute icon (speaker crossed out), but audio will still play. Un-muting and re-muting the tab fixes the issue and mutes the tab.

Steps to Reproduce

1. Enter site settings and set Sound permission to mute.
2. Load the muted site in a new tab (or refresh site's open tab).

Actual result:

Site appears muted, i.e. the Sound icon on the tab is crossed out. However, audio still plays. Toggling the mute by clicking the Sound icon to un-mute and then clicking again to re-mute causes the site's audio to be muted as expected.

Expected result:

Muted site's audio is muted from first load.

Reproduces how often:

Reproduces for every load of muted site, including refreshes/reloads.

Hi @rebron, I have a similar issue with the mute function. When I mute a tab, the browser resets the mute state from muted to unmuted when I restart the browser. However, this problem doesn't happen with the "mute site" function.

If you can assign a developer to this issue, I have another problem with it that I can share with them.
