Membership: Does "Remove" automatically change person to "non-member"?

There needs to be some validation logic based upon whatever business rule we decide as to whether removing a person should change their status to "non-member" or if someone's status needs to be changed before they can be removed. Probably the latter so the user intentionally changes the status before removing the person.
