I was doing fast dev on notes, and went to deploy to prod after doing some local prod testing as well.

I hit a 403 on the notes fetch. This crashed Notes side panel, but it's probably a general issue around our GH code.

Should pop-up a snack or Alert explaining, suggest logging in or waiting.

Notes panel should fail gracefully
