FR: Make rate limit configurable

For some applications a 5 second rate limit between events published to the frigate/events mqtt endpoint is too high or probably too low. It would be nice if this timeframe would be configurable.

Sorry I created a new issue for it: #859.

I have a camera with a very steep angle covering a letter box. Now when someone wants to throw in a letter frigate always selected a snapshot of the person leaving (from behind) as the best snapshot. So I created a very small zone around the letterbox and as soon as the person throws the letter in and turns around this zone is activated and I stop sending notifications for new 'best images'.
The problem is that the angle of the camera is so steep that for the first recognized image you only see half of the body of the person entering the area. After 5 seconds the person might have already thrown in the letter and turned around. This means that the only image I get is half of the body of the person.
If the delay was only 1 second or less I have a much higher chance of getting an image of the person on the way to the letterbox.
