Add libtor support.

Should this be done as new ffi project? or always included in bdk-ffi project?

We don't currently have a way with uniffi-rs to create optional features.

Also work investigating arti which does something similar. https://docs.rs/arti-tor-client/0.0.0/arti_tor_client/
