1.3.1 ubuntu 16.04

Hi,
Mostly feedback and no real issue.

I created a custom AMI based on the cfncluster ubuntu 16.04 AMI (ami-0bcf186b) in which I installed R 3.3.1; installed additional R packages; added users; etc. I installed cfncluster 1.3.1 and created a cluster using the custom AMI. I tested the following:

1. creating the cluster
2. executed some very basic sge stuff (qlogin, qsub, etc)
3. stopping the cluster
   I didn't know if the base_os configuration should have been ubuntu1404 or ubuntu1604 but I just used ubuntu1404.

Anyway, all worked really well. Great job with the new features and new supported OS's. Much thanks.
