Promotion Support

Promotion Module needs to be able to generate the coupon code with custom rules and custom actions.

• Backend: Integrate Rules/Action into Promotion Create/Update
• Cart Page add a Repository Action which process the Rules and apply action with given coupon code

This is not already implemented? I see Voucher option in admin panel witch seems to contains some of the listed features here.

But real idea was to implement the rules based discount instead of fixed.
