Snap installation instructions for setting up 3.1.1 do not seem correct #4222

Expected Behavior

Referring to this page:
https://docs.couchdb.org/en/3.1.1/install/snap.html
It states to go see this:
https://docs.couchdb.org/en/3.1.1/setup/index.html#setup
Which says to use curl on port 5984.
My experience on Ubuntu 20.04 (Focal) is that after doing the snap installation, and even after starting the couchdb service, nothing listens yet on 5984.
I believe a step is missing. It might be the "startup" step referred to in the setup page, but it is a very vague statement.

Hi, is this still a problem? How do you check for a running CouchDB?
