Describe the enhancement requested

After #37792 the parquet reader and writer can be extended to support reading directly into string view arrays.

This would be a bit more lightweight for reader if reader can stash the uncompressed-page for StringView / BinaryView type.

Edit: oops, I forgot the buffer should within the Binary/Utf8 view, so still need building the array
