From a brief conversation on apache/parquet-format#44 it sounds like there is an expectation of a discussion on the parquet dev mailing list and some reference implementations to allow a feature like this to move forward. Maybe that could be initiated here?

Sadly I don't really have time to do this myself but seeing as how common Rust enums containing data are, it would be really great to get some momentum on this feature again.
