This will make a lot of specials easier to test and simulate.

I'd like to break this into two parts: code first, UI later.

Ok, the code support for this was just a couple lines so I went ahead and added it. This bug is now just for the UI.

I would prefer to resolve "setting" initial cooldowns by improving multi-turn combat support:
