Allow ykman to run with partial connection support

On some platforms there is partial support for ykman - PC/SC might be available, but no backend for OTP HID communication, etc. Currently this will prevent ykman from running at all. An improvement would be to still allow running ykman commands which use those connection types which are supported, and only cause errors when attempting to use one that isn't.
