Attachment sitemap would contain unattached images

How can we reproduce this behavior?

1. Upload image through Admin > Media
2. Enable attachment sitemap
3. View attachment sitemap = New image not listed

I have just reproduced this issue but I found out that this behavior extends to the way the media is uploaded.

Somehow, images that I upload via media in the side-menu don't get added to the sitemap. This also goes for images that I import via the commandline via wp media import. Adding these images to a post does not add them to the attachment sitemap. Images that I upload via the insert media function within a post editor do get added to the sitemap, and also if I remove said image from all posts it will still be kept in the sitemap.
