Plugin availability doesn't take possible dependencies into account #4863

Currently the Plugin Availability class doesn't take plugin dependencies into account (i.e. WooCommerce Yoast SEO requires WooCommerce).

This needs to be added to ensure no unnecessary notifications are thrown.
