Give warning in Page Analysis for taxonomy issues #2887

We should give a negative (red) score for:

Posts that are in the "Uncategorized" category
Posts that have no tags

Some notes:

"Uncategorized" is default default category, but it can be changed. So default category isn't necessarily unwanted. Not sure if someone can try edit Uncategorized into something else.
I suppose that would be posts that have no tags, while they have tag support declared.
