When you create a new category or tag, we should check whether someone is creating duplicate content. So if you create an seo tag when there already is an seo category, we'd want to show a warning.

I thought this wasn't even supposed to work in recent years. Is it back because of term splitting?

It always worked, they just shared data.

Copy:

You are creating a new <tag | category | custom taxonomy item name> for this <post | page | custom post type name>, but there is also a <tag | category | custom taxonomy item name> that is called <new term name>. Would that fit as well? Having multiple terms with the same name could lead to duplicate content issues.

Of course we should only check taxonomies that are applicable to the current post type.
