Add the monorepo stylesheet to the admin pages

Where

On the feature/admin-redesign branch, in the following locations:
class-config.php in config_page_styles method.
class-yoast-dashboard-widget.php in enqueue_dashboard_assets method.
class-configuration-page.php in enqueue_assets

When

To do

• Merge trunk to the feature branch (if that hasn't already been done since Add components css stylesheet to the plugin #14548)
• Load the stylesheet
  • class-config.php
  • class-yoast-dashboard-widget.php
  • class-configuration-page.php
