Show inserter block variations in the block manager and allow them to be toggled

Is your feature request related to a problem? Please describe.
A user mentioned something they considered a bug on the forums (https://wordpress.org/support/topic/block-manager-embeds-bug/) there's no longer a way to toggle individual embed blocks in the block manager.

This is a result of the change from using individual blocks for embeds to using block variations. Block variations aren't supported in the block manager.

Describe the solution you'd like
If a variation is shown in the inserter, it's also shown in the block manager and can be toggled there.

Describe alternatives you've considered
Open to other suggestions, but what I've suggested seems simple enough.

This is a result of the change from using individual blocks for embeds to using block variations. Block variations aren't supported in the block manager.

The solution would be to use unregisterBlockVariation etc..

@ntsekouras This is related to the block manager that comes with Gutenberg as far as I can tell.

It would be very helpful to add back in the Embed variations to the Preferences/Options screen. Having an open/close arrow to open the Embed block to select which variations to uncheck would be nice (would also save a lot of space). Similar to how we open and close the List view today.
