IOSP/DataSource plug-in data sets fail after /thredds/admin/debug?catalogs/reinit

We are attempting to create aggregations dynamically in THREDDS by using code to edit the catalog and re-initialize the server by hitting the catalogs/reinit link.

That part of the process works fine, the new aggregations appear. However, as illustrated by the attached log file any access to data sets which depend on our DataSource and IOSP plug-ins fail with a 404 after the reinit.

Restarting the tomcat container with no other interventions will restore failing data set.
