per-catalogue WMS configuration

We operate a thredds catalog serving a wide range of users, who request catalog-specific WMS configuration. To avoid managing a potentially huge wmsConfig.xml we've developed a shell script which assembles a wmsConfig.xml from catalog-specific override directives, stored alongside sub-catalogs (which catalogs.xml calls using xlink: )

It would be great to replace our hack with something like the xlink: system for managing catalogs.
