exactly speaking it does not uses the spheroid parameters semi major axis
and inverse flatening while creating projection instances.
The proj4 projections in ucar.unidata.geoloc.projection.proj4 package should be used rather than ucar.unidata.geoloc.projection package. The reason might be the ucar.unidata.geoloc..projection.proj4 package may be younger than the ucar.unidata.geoloc.ogc.WKTParser class.
