Java WebStart has been deprecated as of Java 9:

We currently have two viewers built into the TDS that use WebStart.

At the very least, in 5.0 we need a way for users to turn off these viewers globally. In a future release of the TDS, these viewers will be removed.

We will still have two built-in viewers - Godiva3 and the new Jupyter Notebook service. These should also have a global control option.

Opted to remove in 5.0.
