This tab cannot be created until USEPA/EPATADA#47 is complete.

Mock ups for the outlier tab are available here but need updating:

The outlier tab should include and assist users with interpretation and decisions regarding:

WQX upper and lower flags
Within site outliers
Within dataset outliers
Measure qualifier codes for outliers
