Not huge priority since its only used for debugging purposes but would be good to fix. I don't think the checkup/publish notification is broken but I suppose I shall find out Sunday 12pm.

Possible fix could be bringing in some of the notification/timezone initialization into the main function, rather than doing it once per install.
