[Issue] - add custom blockpages (from upstream DNS) to an optional allowlist

add blockpages to an optional allowlist such as those by upstream DNS providers but not inclusive of the main allowlist as this may permit DNS bypass.

A CloudFlare Zero Trust "custom page" is an example if people have an app launcher.

wildcard domain as the subdomain could be anything someone sets.

due to this being niche/unique to only some end users, an end user can individually add the subdomain or wildcard such as those from CloudFlare.
