unable to download 2.1.1

How to reproduce

go to releases
download the 2.1.1 installer exe file
attempt to open and download

Actual results

trying to download via the exe just results in a brief hourglass before it goes away and nothing happens.

Expected results

the installer should open and allow me to install the latest version
