U mean how much regions can overlap one big region or how much one region can be overlapped?

I don`t think that adding permissions is a good idea
I would prefer config settings

Because I was using priority system but some user was abusing it like make 10 regions in same place. Sorry but can you make like config that can limit max overlapped region? I know there is limiting max count of regions but players don't know they are making overlapped regions because they sometimes think it is failed to make region so keep making it. Or can you make permission that can use priority system?
