Needs #6121 first

This work is to be performed on the FEATURE_index_set feature branch.

Correct encoding of Location Index Set is described in the UGRID conventions.

  • Adapt Iris loading to create a MeshIndexSet from a loaded Location Index Set NetCDF variable
  • Adapt Iris saving to encode a MeshIndexSet as Location Index Set NetCDF variable
  • Write tests
