Documenting how to get involved etc

In moving to the new scitools.org.uk design, we have lost information about where to get help/discuss ideas (e.g. the google group). I'd like to get this information into the iris docs themselves.

Imo the main README would be good place. The documentation pages could link there.

Could also put these links in a Github issue template to redirect queries to google groups.

We have recently added somthing similar to the cartopy readme https://github.com/SciTools/cartopy/blob/master/README.md, I agreee it would make sense to do the same for iris.
