The requirement is developing the framework in PHP to achieve following goals:

Ease of writing vulnerability (we want to make it very easy for other developers to write new vulnerabilities). we have done same in https://github.com/SasanLabs/VulnerableApp where adding new vulnerability is as simple as running a command. Look at: https://github.com/SasanLabs/VulnerableApp#contributing-to-project.
Framework should have a way to expose 2 pieces of information,

List of vulnerabilities present via Vulnerability Definition (as objects in https://github.com/SasanLabs/VulnerableApp-php/tree/main/src/FacadeSchema)
Scanner endpoint with information for DAST tools, more information at: Add scanner endpoint to the application #13
