libsepol: cil/test do not compile

The tests in selinux/libespol/cil/test do not compile. From what I can tell, it looks like the tests are old and were not kept up-to-date with the rest of the codebase.

For example, the test_cil_build_ast.c file references a classpermset field that is not present in the cil_avrule struct.
