Add a "perfomance" menu #1053

gather all performance-related settings
add presets: "best performance", "balanced", "more features"

The settings to be included:

Bone types
Controller types
... ?

And tools:

Bake expressions
Bake controllers
Bake bones
Bake all layers
... ?
