Think about an knowledge system to support Gobierto documentation / manual / how-to guides. Currently we have: https://github.com/PopulateTools/gobierto/blob/master/docs/manual_admin.md

Some requirements:

Online management (let's avoid thinks we have to build ourselves, like Jekyll etc)
Embeddable Widget
Contextual suggestions (so if a user is in the Admin Participation screen, she can get articles/guides around that)
