Plans / Support only two levels #3128

We need to support that a plan has only two levels: Category > Project

It seems the front needs an adaptation for this to work

I think this has been solved with the last changes in projects, at least https://diba-plan.gobify.net/planes/pla-de-mandat/2010 seems to work.
