In Gobierto Budgets module, when an incorrect budget line is visited, the application returns an exception instead of a 404 error.

For example an invented URL by Google bot (https://madrid.gobierto.es/presupuestos/partidas/420/2011/economic/gobierto.es) or a budget line of a year without information.
