Display "Uploader affirmed" for datasets with missing "EthicsApproval" fields #2938

What would you like to see added?

Following discussion with @arnodelorme and colleagues, we may be under-advertising that we have received affirmations from uploaders that they have ethical approval to share their data.

Given that the EthicsApproval field is not widely used, a simple approach could be to simply display "Uploader affirmed" if the value is missing.

Alternatives

At present I do not propose injecting it directly into the dataset_description.json on behalf of users, but that could be considered. The advantage to it being a UI element means that we can update the text for clarity without being bound to the particular value when we injected it. The advantage to injecting it is that the metadata follows the data with any download method.
