state of active operation / flighttrack not defined on removing an operation user #2438

We should maybe always activate the first flighttrack when a user gets removed from the operation.
The data gets cleared from an open TopView.
I am not sure if we need to initialize it with an other waypoint table.
We do this on a disconnect of the mscolab server

needs to be checked in stable, if there also we should try to fix it there
