naptrans2018.gtx has alternative grid - nl_nsgi_naptrans2018.tif which is missing from ProjData cdn

PROJ version: 9.3
The following WKT has the grid shift: naptrans2018.gtx.
The WKT failed to load because its alternative grid nl_nsgi_naptrans2018.tif doesn't exist in ProjData cdn.
Is alternative grids ,in the proj.db, should be included in the ProjData ?

Cf 1171740 . You could likely get nl_nsgi_naptrans2018.tif back from the proj-data-1.9 archive.

There is still an entry in grid_alternatives.sql that uses that tiff file:

The nl_nsgi_naptrans2018.gtx file was a legacy grid that is only needed for PROJ 4.x.x. Since PROJ 4.x.x doesn't support .tif files, it makes no sense to provide the .tif version.
