[reacticket] Close through emoji reaction

Small enhancement idea. Allow the closure of tickets by reacting with an emoji.

Flow:

When a ticket is created, a textchannel with a message is created. Under that message it will listen onto a certain reaction to close the ticket. The default message could be adjusted to explain that feature.
